AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
